ASB Immediate Justice Referral Website

Summary

Nottinghamshire OPCC is inviting web development service providers to quote for the creation and ongoing annual maintenance for a stand-alone website to support the Antisocial Behaviour (ASB) Immediate Justice project.

The website will be the means to allow both victims of crime and ASB and local communities to identify locations where offenders can undertake their reparation activity e.g. environmental improvements such as litter picking or graffiti removal. The website will allow residents to upload photos and possibly videos of such locations so these can be risk assessed for suitability.

There will need to be a reporting and tracking system to allow the OPCC’s Reparation Service Provider to track referrals, feedback to residents on action taken and where action is not possible to forward the referral on to local authorities.

A more detailed technical specification will be provided to service providers interested in providing a quote. The service provider will host the website and ensure compliance with GDPR principles in the management of information received and processed.

The quote should show a cost (ex VAT) for the development of the website which must be in place and operational by the 31st of March 2026 and annual maintenance costs (ex VAT) for the financial year 2026-27.

Your quote should be accompanied with a proposal on the functions of the website and what the annual maintenance includes. You should also include in your proposal how the website will function with options and ensure the cost is less than £5k (ex VAT).

Background

Nottinghamshire OPCC was one of 16 other PCC areas which was selected to pilot the ASB Immediate Justice projects. Part of the criteria was community engagement in which victims and communities have a say in what visible reparation activities they would like to see take place and also there is an opportunity for them to identify suitable locations where they would like to see such activities take place.

Fix My Street is a national website which allows residents to report a variety of environmental problems/issues to the relevant organisations including Dog fouling, Flyposting, Fly tipping, Graffiti, Parks/landscapes, Pavements/footpaths, Potholes, Rubbish, Street cleaning and trees issues. The website allows anyone to upload a photograph of a problem and an electronic pin to identify the exact location together with a brief description.

The purpose of this website is to use similar approach to allow victims, residents or visitors to identify places suitable for immediate justice reparation activity and also have a say in where offenders undertake their work. The website will allow users to pinpoint a suitable location supported by a photograph or short video with a description of the problem.

The report will be reviewed by the OPCC Reparation Service and if suitable, scheduled for activity. Photographs will be uploaded to the website after any cleanups and those reporting made aware of the action taken. If unsuitable, the report will be forwarded to the relevant local authority and the person making the report notified.

Performance data will be required to monitor:

1. Number of reports made, by category, date and local authority area

2. Number and % of reports completed or scheduled for activity by category, date and local authority

3. As above but sent to local authorities

Website Requirements

1. The contractor is required to host the website on a server ensuring Data Protection requirements are fully complied with

2. Obtain a suitable website name similar to ‘immediate justice’.

3. Develop the website and present to OPCC staff options with different styles and functionality

4. Work flexibly with OPCC staff on developing an agreed website

5. Needs to be in place by 31st March 2026

6. The Contractor will need to provide a project plan with milestones showing the route from development to launch including any testing period.

7. Contractor to provide requirements of OPCC to ensure effective implementation.

8. Contractor to provide a quote to meet these requirements ex VAT.

9. The contractor to provide a separate quote for any annual maintenance cost for 2026-27 ex VAT.
